"An Act relating to paternity establishment and to support orders;            
relating to the crime of criminal nonsupport; relating to divorces,            
dissolutions, and actions to declare a marriage void; and providing            
for an effective date."

	Insert a new subsection to read:                                              
	"(b)  It is the intent of the legislature, under its responsibility          
to implement the privacy clause contained in art. I, sec. 22,                  
Constitution of the State of Alaska, to establish a working group              
to develop statutory and regulatory mechanisms that will safeguard             
the confidentiality of social security numbers required to be                  
disclosed to state agencies by persons under this Act and under ch.            
87, SLA 1997.  The legislature intends that the working group                  
report its recommendations, in the form of draft legislation where             
legislation is necessary, to the legislature by January 25, 1999, so           
that the legislation may be acted upon before this Act takes                   
effect."

Representative Kemplen placed a call of the House and lifted the call.         
                                                                               
                                                                               
The Speaker stated that, without objection, the House would recess             
until 1:00 p.m.; and so, the House recessed at 12:32 p.m.
